Cette analyse bas\u00e9e sur des faits examine ce qui s'est r\u00e9ellement pass\u00e9 lors de la conf\u00e9rence priv\u00e9e la plus scrut\u00e9e au monde.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n<\/blockquote>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sintra a accueilli la 47\u00e8me r\u00e9union du groupe Bilderberg du 3 au 6 juin 1999, avec 111 participants de 24 pays au resort Caesar Park Penha Longa \u2014 la premi\u00e8re r\u00e9union du Bilderberg jamais tenue au Portugal, et la premi\u00e8re pr\u00e9sid\u00e9e par \u00c9tienne Davignon apr\u00e8s une d\u00e9cennie sous la direction de Lord Carrington<\/li>\n\n\n\n<li>C'\u00e9tait un v\u00e9ritable Bilderberg de guerre : la r\u00e9union s'est ouverte alors que Milo\u0161evi\u0107 acceptait les conditions de l'OTAN, et le bombardement de la Yougoslavie a pris fin quatre jours apr\u00e8s sa cl\u00f4ture \u2014 le Kosovo menant un ordre du jour de dix points mod\u00e9r\u00e9 par Henry Kissinger<\/li>\n\n\n\n<li>De mani\u00e8re unique dans l'histoire du groupe, le compte-rendu confidentiel de la r\u00e9union \u2014 \u201dThe Bilderberg Papers\u201d \u2014 a ensuite fuit\u00e9 dans le magazine britannique Big Issue, fournissant une transcription rare, presque mot pour mot, de ce qui avait \u00e9t\u00e9 dit \u00e0 l'int\u00e9rieur.<\/li>\n\n\n\n<li>Le Premier ministre portugais en exercice Ant\u00f3nio Guterres n'a pas assist\u00e9 \u00e0 la r\u00e9union; le pays a \u00e9t\u00e9 repr\u00e9sent\u00e9 au plus haut niveau par le Pr\u00e9sident Jorge Sampaio, avec le v\u00e9t\u00e9ran du comit\u00e9 directeur Francisco Pinto Balsem\u00e3o comme point de contact national.<\/li>\n\n\n\n<li>Aucune conclusion ou r\u00e9solution officielle n'a \u00e9t\u00e9 publi\u00e9e, conform\u00e9ment \u00e0 l'approche traditionnelle de la conf\u00e9rence (Chatham House Rule)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Introduction<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Du 3 au 6 juin 1999, 111 des personnalit\u00e9s les plus influentes du monde se sont r\u00e9unies au Caesar Park Penha Longa, un complexe de golf isol\u00e9 cinq \u00e9toiles dans les collines de Sintra, pr\u00e8s de Lisbonne, pour ce qui est devenu la conf\u00e9rence priv\u00e9e la plus scrut\u00e9e de la plan\u00e8te. La 47\u00e8me r\u00e9union du groupe Bilderberg a poursuivi sa tradition de r\u00e9unir des dirigeants politiques, des banquiers centraux, des chefs d'entreprise, des universitaires et des personnalit\u00e9s des m\u00e9dias pour des discussions informelles sur les questions mondiales urgentes \u2013 le complexe a \u00e9t\u00e9 enti\u00e8rement r\u00e9serv\u00e9 et isol\u00e9 pendant des jours, sous la pr\u00e9sidence, pour la premi\u00e8re fois, du vicomte belge \u00c9tienne Davignon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pourquoi est-ce important ? Aucune r\u00e9union du groupe Bilderberg n'a jamais eu lieu aussi pr\u00e8s du tournant des \u00e9v\u00e9nements. La campagne de bombardement de 78 jours de l'OTAN contre la Yougoslavie touchait \u00e0 sa fin : le 3 juin, jour d'ouverture de la r\u00e9union, Milo\u0161evi\u0107 a accept\u00e9 le plan de paix n\u00e9goci\u00e9 par Ahtisaari et Tchernomyrdine ; l'accord militaire a \u00e9t\u00e9 sign\u00e9 le 9 juin, les bombardements ont cess\u00e9 le 10 juin et les troupes de l'OTAN sont entr\u00e9es au Kosovo le 12 juin. La premi\u00e8re guerre de l'alliance touchait \u00e0 sa fin en temps r\u00e9el pendant que ses architectes, critiques et chroniqueurs \u00e9taient r\u00e9unis ensemble sur les collines de Sintra \u2013 et, pour la seule fois dans l'histoire du groupe, nous savons en grande partie ce qu'ils ont dit, car le r\u00e9sum\u00e9 confidentiel de la r\u00e9union a fuit\u00e9. Le conseiller politique polonais <a href=\"https:\/\/bilderberg.club\/fr\/jozef-retinger-le-diplomate-polonais-fondateur-du-groupe-bilderberg-1888-1960\/\">J\u00f3zef Retinger<\/a> et le prince n\u00e9erlandais Bernhard a lanc\u00e9 la conf\u00e9rence avec un objectif clair de la Guerre Froide : renforcer les relations transatlantiques et aborder le sentiment anti-am\u00e9ricain en Europe de l'Ouest. La conf\u00e9rence a adopt\u00e9 le <a href=\"https:\/\/bilderberg.club\/fr\/la-regle-de-chatham-house-comment-le-protocole-secret-des-bilderbergs-faconne-les-conversations-de-lelite-mondiale\/\">R\u00e8gle de Chatham House<\/a>, permettant aux participants d'utiliser les informations re\u00e7ues mais sans attribuer les d\u00e9clarations \u00e0 des intervenants sp\u00e9cifiques \u2013 une pratique qui perdure aujourd'hui. Sintra a ouvert un nouveau chapitre dans la direction du groupe : ce fut la premi\u00e8re r\u00e9union pr\u00e9sid\u00e9e par \u00c9tienne Davignon, l'industriel belge et ancien vice-pr\u00e9sident de la Commission europ\u00e9enne, qui succ\u00e9da \u00e0 Lord Carrington et dirigea le groupe Bilderberg jusqu'en 2011.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Les d\u00e9buts du Portugal \u00e0 Bilderberg<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Remarquablement, Sintra fut le premier Bilderberg jamais organis\u00e9 au Portugal \u2014 quarante-cinq ans et quarante-six r\u00e9unions apr\u00e8s la cr\u00e9ation du groupe. L\u2019ancre portugaise fut Francisco Pinto Balsem\u00e3o : ancien Premier ministre, fondateur du journal Expresso et du groupe de m\u00e9dias IMPRESA, et membre de longue date du comit\u00e9 directeur qui resterait l\u2019une des figures europ\u00e9ennes les plus durables du groupe. Autour de lui se rassembla une d\u00e9l\u00e9gation nationale substantielle \u2014 le pr\u00e9sident Jorge Sampaio en t\u00eate, deux ministres en exercice, et les sommit\u00e9s des affaires portugaises, de Ricardo Salgado du groupe Esp\u00edrito Santo au PDG de Portugal Telecom. Le lieu r\u00e9pondait pr\u00e9cis\u00e9ment aux besoins du groupe : le complexe Penha Longa, isol\u00e9 dans les collines de Sintra sur la \u201c Riviera portugaise \u201d pr\u00e8s d\u2019Estoril, fut enti\u00e8rement et exclusivement r\u00e9serv\u00e9 du 2 au 7 juin et ferm\u00e9 48 heures avant l\u2019arriv\u00e9e des d\u00e9l\u00e9gu\u00e9s.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Le moment g\u00e9opolitique<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Le printemps 1999 fut l'un des plus turbulents de l'\u00e8re post-Guerre Froide, et presque tout s'est concentr\u00e9 sur les dates de la r\u00e9union. L'OTAN a f\u00eat\u00e9 ses cinquante ans en avril et a adopt\u00e9 un nouveau Concept strat\u00e9gique autorisant des actions hors zone alors m\u00eame que sa premi\u00e8re guerre faisait rage ; l'ambassade chinoise \u00e0 Belgrade a \u00e9t\u00e9 bombard\u00e9e le 7 mai, d\u00e9clenchant une crise sino-am\u00e9ricaine ; l'euro, lanc\u00e9 le 1er janvier, traversait son premier printemps difficile ; la Commission Santer a d\u00e9missionn\u00e9 en bloc en mars, avec Prodi entrant ; Eltsine venait de limoger Primakov, et la mont\u00e9e de Poutine n'interviendrait que dans quelques mois ; et \u2013 par une co\u00efncidence de calendrier qui a fa\u00e7onn\u00e9 la liste des invit\u00e9s \u2013 le Conseil europ\u00e9en de Cologne s'est r\u00e9uni les 3 et 4 juin, simultan\u00e9ment avec Bilderberg, lan\u00e7ant la politique europ\u00e9enne de d\u00e9fense et d\u00e9signant Javier Solana comme premier chef de la politique \u00e9trang\u00e8re de l'UE.
